Project work plan, methodology and approach

The project consists of 5 different phases where Phase 1 forms the basis for the subsequent phases. Phase 2 will analyse the impact of deregulation and Phase 3 the impacts of new communication structure that facilitates continuous contact with the consumers. Phase 4 consists of four pilot studies investigating different energy efficiency actions, while Phase 5 designs policy options based on the former phases.
